... because that approach makes sense. the word is "pragmatic", and i think 
you've hit it square on the bulls-eye!

there hasn't been a single serious "all-KDE" proposal; the people i recognize 
from the KDE project on this list have all advocated an approach almost 
identical to the one you outline above, though with KDE being the base 
ingredient ... and there's probably room for both interpretations, with teams 
working together on each that are officially recognized and sanctioned.
