hm,
that gives lots of messages like:

kdevelop(22953)/kdevplatform (shell) 
KDevelop::PluginController::loadPluginInternal: Successfully loaded plugin ' 
"KDevCustomBuildSystem" '

but no indication where plugins are loaded from.
also, no mention of kdevupload whatsoever (at least, could not find scrolling, 
as output cannot be grep'ed)

I have only kdevphpsupport.desktop, which contains correct value (13).
