you can't build quanta alone, you have to build the whole kdewebdev, like so:
cd .../kdewebdev
mkdir build
cd build
cmake ..
ccmake . #you can disable the other applications here
make
make install

or, you can use http://techbase.kde.org/Getting_Started/Build/kdesvn-build
