Quanta uses virtually any language the shell does for scripting, as does 
Kommander. Quanta makes use of Kommander for graphical extentions. Kommander 
uses point and click scripting similar to a spreadsheet formula helper to 
script widget functions and internal functions. Kommander also uses plugins 
like database and date functions or KPart loader or time widget.

So if your scripting backend can call a program, and they all can, you can 
incorporate a GUI element with Kommander.

I would note that Kommander will still use the KDE3 builder in KDE 4.1 and 
Fully complete Kommander and Quanta KDE 4 versions are not expected before 
later this year, however the KDE3 version still runs in KDE4.
