Yes, I do this constantly. All my library files, Smarty templates (and
cache and configs) are outside my webroot.

I might have something like this, where / = project root:

/
/lib
/www
/smarty

www would be where I'd set apache's documentroot.

It of course depends on the particular project I am working on.
