It looks like I was running into this bug:

https://bugs.kde.org/show_bug.cgi?id=114670

I hit the bug again today in Quanta, but this time it was a "find" for
a simple string, so I did not have regular expressions to act as a red
herring. I had to deal with "why is it not finding the string 'h1' which
is right in front of me?" Then I remembered that I had block selection
turned on and made the connection. I checked the bug db and found the
closed bug.

In my original query, I did not realize that I had "block selection"
turned on in Quanta, so I did not turn it on when I tested in Kate.

I'm still on KDE 3.4. I've been too cowardly to upgrade; maybe this will
give me incentive. ;}

Thanks again for your help; just wanted to let you know that the problem
was not as mysterious as it seemed.

Best,
Robert
