Well, yes. Seems that this is a bug in the build files provided by 
kdevquanta. Open the kdevquanta/plugins/project/projectree/Makefile.am 
and modify the line 
libkdevprojecttree_la_LDFLAGS = -avoid-version -module -no-undefined \
        $(all_libraries) $(KDE_PLUGIN)

to

libkdevprojecttree_la_LDFLAGS = -L$(top_builddir)/lib -avoid-version 
-module -no-undefined \
        $(all_libraries) $(KDE_PLUGIN)

Or update from svn. ;-)
