Well in the old days, /usr/include/linux was a symlink to the current
linux kernel source tree, so if you patched your kernel, you would
automatically get access to the new header files in <linux/whatever.h>

Lately Linus has made a big stink about this being bad - that libc should
have its own copy of the headers.  This fixes some problems, but is damn
inconvient when you're trying to use kernel features newer than the kernel
glibc was compiled against.

Most distibutions do it the old way, Debian does it the way Linus prefers.
I'd recommend just copying the relevant linux/atm*.h files into
/usr/include/linux by hand.
