Yes, but kompmgr (nor KDE in general) is responsible for your X, your video drivers, their limitations or crashes caused by them. Moreover GLX works together with Composite with recent versions if I'm not mistaken, and also what you request doesn't seem to be actually technically possible for KDE to do.
