Raise on Click does not work correctly with the new kicker auto-raise features.

Situation:
kicker window panel, autoraised when mouse is at the bottom. Raised maximized window. \
Now move mouse to the bottom -> panel is raised. But clicking in the window does NOT \
raise the window over the panel again, only clicking on the title bar does this. (Or \
leaving the window and clicking)

suspected cause: Maybe no Leave Event is ever received upon auto-raise of the panel, \
thus the clicks are not processed?
