Network status is provided by the networkstatus library in kdelibs.  This 
abstracts network status information from multiple sources (not every OS has 
NetworkManager).  The current state of play, if I'm not mistaken, is that 
NetworkManager 0.6.x and 0.7 backends need to be written in kdebase and 
Kopete needs to be adapted to use the 'new' networkstatus API from kdelibs.  
My 3.5 based branch using this API in branches/~wstephens/kdenetwork is 
intended to be a model for implementing this. 

I got the libs work done in time for kdelibs freeze but haven't done anything 
on the app side of things since.  Help very much appreciated!
