The KDE font settings allow me to override the monitor DPI setting, resulting
in different font sizes in most applications — but not konqueror.

My opinion is that HTML rendering should ignore the DPI setting (or only use it
as a hint; see #123296), but that window controls (menus, status bar, search
bar, etc.) should obey the setting. Currently the size differences look a bit
weird (HTML scaled via konqueror's font preferences, most windows' widgets
scaled by KDE settings, but konqueror's widgets not).
