If I choose extra toolbar,it comes and sits between location toolbar and main
toolbar.Somehow,it always comes with icon+text display.So it is too long and
Location toolbar becomes so small that it cannot be useful.

The right behaviour would be

1.Extra toolbar should appear with the same choice of display('like icons
only') as other toolbars.
2.If it cannot accomodate itself in the existing line,it should go to a new
line
3.OR,it it must sit next to main toolbar,Location toolbar should move to new
line
4.Anytime,location bar which is the most important toolbar should maintain
enough length.

following description,bug can be reproduced.
