I *think* he meant "not reviewboard".
I'm not sure how you'd do a merge request without gitorious - publish your git 
repo somewhere online and email people the url and branch?

personally I'm not too keen on merge requests - reviewboard works fine for 
plasma - but amarok seems to be really enjoying them, and I've heard claims 
that they get more contributions that way.
