I'm pretty sure it works the other way around - plasma-worksapce 5.2.1
checks if you have kglobalaccel 5.7 and if you do, it does not build the
inner copy of the kglobalaccel because it is already provided by
kglobalaccel-the-framework 5.7, where it is build unconditionally, it
definitely does not check for plasma present at all.
