That is very much the status quo, is it not?

If you wanted to create an enterprise support level product (i.e.
offer 300 years of support and bugfixing) you always had to do that on
a per-distro basis.
That being said, I'd say that here is a chance for some distro
collaboration to establish a long term support branch for kde
frameworks (and possibly the workspace if necessary/possible/desired).
Refresh that every couple of years from master and then cherrypick
from master for as long as the joint distribution forces want to
actively cherrypick/backport things.

I really think that we all should stop with this upstream/downstream
talk. We are all going after pretty much the same target, giving
people high quality KDE software on a Linux foundation.

Limited contributor time has been, is, and always will be a problem.
But, if you will, just consider for a moment how much bigger the pool
of available resources becomes if everyone starts actually doing their
things from within KDE rather than every distro doing their own thing,
fighting their own war, albeit against the very same foe of bugs and
mismatching software versions.

Greatness awaits, we just have to band together!
