Long answer: whenever someone @ Extras with the authority to do a repo 
push gets around to it. (:

I am replying to my own post but fyi, this is a known problem. Apparently the 
OOo packagers want OOo to become modularised so that the KDE component can be 
maintained separately, having both GNOME and KDE components is too much work 
for them.

Bah, it's maintained virtually 100% upstream, all they need to do is
enable it.  That's one of the lamest excuses I've heard in a long time.

Sheesh, about makes me want to scrounge up my old openoffice specs, and
start building our own kde-ized custom version again.  (No, not really,
it's a *lot* of work).

I am not familiar with the Fedora/RedHat development model. Is there some sort 
of voting system for bug/feature requests to push this forward? Openoffice is 
part of Core and not Extras I believe. Does that make any difference?

If this is maintained fully upstream, it is really upsetting. OOo  KDE 
integration is very important to me. I can personally cope with its 
file/printer picker but less experienced users really need the consistency of 
the UI.
