Ok, I have changed the menu entry to 'export LANG="de_DE.utf8";
firefox %u'. Don't know why kde is ignoring my language settings in
case of firefox.

I've fixed this on my installation. It is actually a problem within the
kde-redhat packages. The XDG_CONFIG_DIRS misses one directory. It is
/etc/kde/xdg. This has to be the first directory.

The variable is set in /etc/profile.d/kde.sh. One way to fix this is, to
prepend the directory before /etc/xdg within this script. Another may be,
to remove the setting entirely and let /etc/kde/env/xdg-menu.sh do the
job.

The actual problem is, that without this fix, the file application.menu
from the package redhat-menus in /etc/xdg/menus is used. This seems to
corrupt the ksycoca cache on rebuild.

Now my menu tree is build correctly, the panel configuration contains
all necessary elements and so on.

FYI, kde-redhat packaging includes:
/etc/kde/env/xdg-menu.sh
sets XDG_CONFIG_DIRS
in KDE sessions.

Not in kde-redhat packaging it doesn't.  Fedora's *used* to, but was a
bug (since fixed), kde.sh is only installed if you have kdelibs-devel.

Yes. But because of /etc/profile.d/kde.sh XDG_CONFIG_DIRS is already
set. So it's of no use.

Nope. Lets see:
rpm -qf /etc/profile.d/kde.sh
kdelibs-3.5.5-0.8.fc5
