Checking the release notes should provide your answer.  As far as the 
common activities I use, I can't see a difference.  The bugs in 3.1.0 
seem to still be present in 3.1.1.  I don't use konqueror as my 
browser, so can't comment about it.  For me, the point of going to 
slackware was to make it easy to get the latest kde version, since 
redhat has not been too quick to provide updates, except for security 
patches.  I'm looking forward to kde 3.1.4, which should be well 
debugged by then.
