KisPaintTool and KisPaintEngine... of course I'm biased by my own

And the short, canned explanation to give new people:
A tool is, well, the instrument you use to paint, e.g. a felt-tip, 
bristled brush, airbrush, etc.; it decides where the "paint" is placed. 
The engine controls what happens when the "paint" meets the canvas. 
(Note that "paint" might be a noise filter, blur filter, etc, not just 
'ink', 'charcoal', 'tempera', etc.)
