Compiler:          gcc 2.95.3 20010315 (release)

Reproduction:
1. Create or open a file with umlauts or accents.
2. Save as utf-8 (or whatever).
3. Quit kate.
4. Start kate.
5. File shows as latin-1.

Expected behaviour:
5. Files are reopened with the charset they were saved in.
