If you mean the default "light up on hover" effect, then you can
either select another one in kcontrol->appearance->icons->advanced. If
the effects there aren't enough for you, you can get KDE's source and
hack on it, adding other effects. The icon effects are hardcoded, not
plugin based. I don't remember where this code is located.
