I didn't say it was KDE's fault or anyone else's fault. "Inacceptable" was 
perhaps the wrong word to use. I just meant that in Gentoo, every file must 
be mappable to a single installed package, otherwise a conflict is created 
which is unaceptable for us packagers. So I can't have ksplash-ml overwrite 
kdebase's ksplash binary.

I also don't see this as a flaw in our packaging system, but that's a differnt 
discussion :-)
