I'm working on that too for the Pentium 4.  It takes a long time to gather 
findings because various compiler optimization methods require that you 
compile QT and nearly all of KDE each time or everything crashes.

I think a comprehensive optimization HOWTO would be hard because so many 
distros package up so many different versions of binutils, gcc, etc. Plus for 
the most part you risk major system breakage to stay on the bleeding edge!
