It is for overall purposes, but because there are some known issues with
arts and short (ogg) files I didn't want to put oggs in for 3.0. You'll see
that the conversion is listed on
http://developer.kde.org/development-versions/kde-3.1-features.html
as part of KDE 3.1.

If kdegames wants to switch sooner, that's fine by me (although it is really
up to Dirk who is release coordinator), but the rest of KDE will have to
wait a version - unless this is deemed so important that we can break a
feature freeze for it.
