Get docbook from CVS at
http://webcvs.kde.org/cgi-bin/cvsweb.cgi/koffice/doc/kugar/
and use meinproc to generate HTML. And if you can read DTD, then you can
have a
definition of the kugar template grammar at
http://webcvs.kde.org/cgi-bin/cvsweb.cgi/koffice/kugar/part/kugartemplate.dtd?rev=1.1.1.1&content-type=text/vnd.viewcvs-markup
