Yes.

IMO artsd should close the sound device(s) when it is idle.
Maybe similar to it's new suspend ability, but with a shorter timeout?

There are lots of apps out that are not and will not be arts aware.

Of course we could have some pseudo devices, but this requires AFAIK
kernel level device programming, which is not very portable.
