As Aaron noted, it makes use of an active form instead of passive. To be 
honest it's kind of subtle to me as a non-native speaker I don't mind either 
way. :-)

I don't see why the leading "To" would prevent that.

Now indeed we might have inconsistencies regarding passive vs active. If you 
don't mind, I propose we ignore that point for now, and once we're done with 
this bunch of edits, we try to get a native speaker attached to a chair until 
(s)he make the pages consistent in that regard.
