erm. you reading is wrong. Let me emphazise some bits.

|  * GPL version 2 as listed in kdelibs/COPYING or later
|  * GPL version 2 or version 3 or later versions approved by the
|     membership of KDE e.V.
|
| Note each bulletpoint above is a single option, it can not be licenced
| under just part of one bulletpoint option

this means that you have to choose between those lines, not choose part
of it, e.g. the 'or later' part only.
