I am unable to connect to a number of secure
sites.  I have tried setting security defaults, SSL2 only, SSL3 only, etc. without
success.  

For example, try https://cardmemberservices.firstusa.com

This is on the RedHat 7.1 Release, including 
openssl-0.9.6-3
