The number of toolbars can be changed in the korganizerui.rc file by the
user and the order of actions can be configured with Settings->Configure
Toolbar.

We can discuss about default arrangement, but this has not a very high
priority for me at the moment. If somebody provides a korganizerui.rc
file with a better default arrangement I will happily replace the old
one.
