Inactive is a window (or in some cases, particularly list views, a widget) that
does not have focus.

Do you have "Apply inactive window color effects" (Options tab) checked? In
KDE4, if I uncheck that, I indeed see no effect on the Inactive tab. (Which is
a bug of sorts; we ought to disable the tab in that case, preferably with a
message saying that inactive effects are disabled.)
