hardly.
neither mplayer, vlc, clementine, or skype have those issues.
with clementine even changing the volume works as expected (and mostly does in
amarok).

it's hardly convincing to blame other software when it is always amarok, and
_ONLY_ amarok, that has issues with sound in general and pulse in particular --
and that for ages now, though it is a while since it has been that bad.

additionally: i fail to understand how "Resolved Upstream" matches your
statement (to say nothing about how you justify a "Resolved" state without any
further questions).
