It still happens to me with 0.8.1.
  1) When I disable the toolbar and restart the browser, the toolbar is still
shown,but the "Bookmark Toolbar" entry under configuration menu seems to be not
set
  2) When I click that again, nothing is changed but the entry, which is now
shown as set
  3) When I click the "Bookmark Toolbar" again, the toolbar is hidden for that
window (for the new window, the toolbar is there again)
