This is also done in Windows (XP at least). I'd suggest much less than a
minute. In Windows this is done with a nice little animation but that is just
eye candy. 

I know that KDE4 is neither KDE3 nor Windows but it would still be nice to have
this.

(Also, in Windows, you can set icons to "Always show", "Hide when inactive for
some time" (they get shown again if something changes) or "Always hide".)
