As far as I know Gecko became a reasonable choice only a couple weeks
ago.
Before it was too big and slow. Even now it's too buggy for a
production
release. However KDE and Gnome don't need to use the same browser
engine.
All the internal HTML stuff ( I.e. Help ) should be in the most basic
subset
of HTML they can find. This is as far as I know how it is in KDE so the
docs can be read in Mozilla, KFM, Lynx and the Gnome browser too.

SGML ? Sounds like an HTML subset to me :)

This is more tricky. In an ideal world any corba app should communicate
with any other. In this world however both projects did a little
"embrace
and extend" with that concept :(

MS has been bullied into using XML for it's doc format in Office 2000.
If it works according to the standard ( I.e. same as Mozilla ) Then it's
cool. I doubt that though so look out for a project to convert MsXML to
XML for use by KDE/Gnome/Everybody else :)
