The build system used to compile a program is just a set software used as a 
helper tool, and is tangential to the library or libraries that this program 
uses.

Using autoconf and automake is a serious pain, but as James said, there should 
be a "configure" script that you have to run. That script will create 
Makefiles from the Makefile.in files.

But, again, you probably downloaded the wrong thing. IIRC, there is a KDE4 
version of FSView, which uses CMake, and which uses recent libraries. Unless 
you are limited somehow to KDE 3 only (and in general, you can have at the 
same time at least the KDE 4 libraries, so that doesn't fully makes sense) 
you are using the wrong thing.
