Hi David,

The IRC code worked/works, we've been using it for over a year now without 
any trouble other than the lack of supporting some IRC features, so I'm not 
sure I understand why it would be shelved to wait on something that could 
be yet another year in coming.  Perhaps if it was released, then other 
folks might step in and enhance some of these lacks in the protocol.

I'm not at all familiar with the approval process and I don't know who this 
council is, but I do know a lot of people would be glad to have this code 
globally available.  Is there some way to get it out there?
