Patch for the version included in kdenetwork 3.3.1

This is a quick, almost not at all tested patch that, when applied to
kdenetwork 3.3.1, makes Kopete blink its systray icon on all incoming messages,
even when there is already a chat window open. It doesn't allow user
configuration, but since the notification setting says "An incoming message has
been received", I think this is the logical behaviour.

I don't expect this patch to be accepted. It's made against a release instead
of CVS HEAD, and probably doesn't fit the KDE coding standards at all (my
previous KDE experience is limited to "Hello world"). But it works for me (and
allows me to finally throw LICQ out and switch to Kopete), and perhaps will
serve as a base for someone else to do it right, since there are obviously more
people than me who want this feature.
