WONTFIX means that we do understand what caused the bug, we acknowledge that it
is a problem on our side, but we decide not to fix it (e.g., because the fix
would cause other problems which would be worse than the original bug).

If we are 100% sure that the problem is caused by the distribution (e.g.,
because the distro introduced a bug by patching the source code, or because
some sort of misconfiguration happened on the distro side), then the correct
resolution is DOWNSTREAM.

If the problem disappears at some point, but we do not understand what the root
cause of the problem was, then the correct resolution is WORKSFORME.
