Newer PC can use different IRQs for all four ports, take a look in your
BIOS setup scrieen (when you boot the pc, it should tell you how to get
into it) My BIOS has it in the "Integrated Peripherals" section. It
might allow you to use a different IRQ.

As an aside, I've found that setting MRU to a low value in
/etc/ppp/options could also reduce the transfer rate significantly.
