Thanks, that's good information.  I didn't know about that.

Well, I finally got a chance to get back to this.  What's odd, is that
even according to the above standards, my approach should work.  The
/etc/xdg/menus/application.menu has a
<MergeFile>applications-kmenuedit.menu</MergeFile> directive.  This
should grab ~/.config/menus/applications-kmenuedit.menu.

I did finally get this to work, but I can't entirely explain why.  I
ended up manually editing my prototype user's
.config/menus/application-kmenuedit.menu.  It was kind of crufty, on
account of me fooling around so much in the menu editor figuring out how
I wanted things to look.  I cleaned it all up, removing
deleted/moved/old etc directives that were basically doing nothing.
After that, when I tar everything up (.kde, .config, .local) and expand
into new user's home, everything works.

Dunno.

I really should probably set up some XDG directories, and do a single
menu add that is merged globally, but that is a job for another day.
