They just disappear (they are not replaced by a question mark or any other character). Keyboard shortcuts for these characters (alt+c alt+l) do not work either. Some time ago this problem was reported at pl.comp.os.linux, it was assosiated with anti-aliased fonts. My findings a different: I added a new user account, the two characters were present until I changed keyboard setting from us to pl. After that, setting the keyboard back from pl to us did not help (did not bring c' and l/ back). I allow a remote access to my box if this can be of any help.
