I can't agree with that.
It says _before_, so it indeed applies before.
If you want some spacing that doesn't apply to the first paragraph, use "spacing \
_after_". FWIW I just tested in MSWord (the only reference I have unfortunately), and \
spacing before applies to the first paragraph there too.
