This seems to be a very mandrake specific problem. 

Try to find a file like share/applnk/Configuration/KDE/.directory and add 
X-KDE-BaseGroup=settings 

Does that help? These files are being generated by a Mandrake script though, 
so it can happen that they get overwritten again. Please contact Mandrake for 
a better solution.
