Hi,

I read through the bug reports already generated, but read
that most were pre-KDE FINAL release bugs. This is a bug that is still present in the \
FINAL release. 

I have found a partial solution to it, so it may help you to understand the 'link' \
better.

If you use Netscape and Gimp and a few other 'non-KDE' apps you have the tool tips \
and cursor blinking away, it really does get very anoying. I discovered that the \
reason is, is that I prefer for my panel to 'auto hide' I had it set at a 1 second \
rate, so I tried setting it at a 4 second rate, and the blinking slowed down, then I \
turned it off and NO BLINKING.

It's quite obvious that these two are linked, and this is one irratating bug that \
needs to be squashed.
