running ./configure --with-extra-includes=DIR   in kdevelop does not 
seem to pass the necessary path information  into the  compile line when 
make is run:

./configure --with-extra-includes=/home/apb/local/include

...
checking for extra includes... added
...


make

...
make[3]: Entering directory `/home/apb/kdevelop/c/CV/cv_ip/cv_ip'
gcc -DHAVE_CONFIG_H -I. -I. -I..     -O2 -c scrnsht.c                           
scrnsht.c:39: GL/glut.h: No such file or directory 


Examining the generated makefiles shows that 
  
INCLUDES = $(all_includes)

but all_includes is not set.
            

How to repeat the error -------------------
