Subject:    Bug#12115: SSL over proxy does not work

This is a known bug, and is not "critical".  We need
to figure out why we can't connect to proxies with
SSL, or perhaps if we should just be sending HTTPS
directly?  Maybe we need a separate proxy address? 
Anyone done this before?
