KWin doesn't remove the right border of a maximized window. This
prevents the user from simply moving the mouse to the right to and click
on the scroll bar. Instead the user has carefully place the cursor on
the scroll bar because if he just moves it to the right then he'll hit
the border with the cursor. BTW the right border of a maximized window
is removed in Windows95.
