Hy,

1- Open an applet that has text for the help system (the help tab on
top)
    ex: applications/dr. konqi
2- Click on the help tablet
3- Resize the Control Panel so that a scroll bar will appear for the
help text
4- Click anywhere on the help text, to be sure is has the focus
5- Try scrolling with the keyboard (down arrow, for exemple)

Result: nothing appens.
